Bonuses to encourage cycling also find their way into the 2025 budgets of some Italian regions, in the absence of a single nationwide announcement.
Policies to promote sustainable mobility with their incentives focus on narrower targets, such as users in individual regions. But by differing from one point of Italy to another, they create discontinuities, differences, with the risk of thwarting the resources made available for this objective.
Various types of incentives
Just as the variety of stakeholders is emerging, so too are various types of incentives to encourage cycling:
- economic subsidies for the purchase of conventional bicycles or e-bikes;
- vouchers to cover the costs of bike sharing, in combination with public transport;
- economic incentives for daily trips for bicycle users.
- At the same time, the timing is also different, although in line with last years’ indications.

Lombardy:
Sustainable mobility incentive
Until 25 May 2025, it will be possible to obtain a € 100 voucher to be used with bike or scooter sharing services (subject to purchase of an annual public transport season ticket).
Emilia Romagna

Purchasers of an e-bike will receive a 50% contribution of up to € 500 by 1 July 2025 or until funds are finished.
Florence
With the explicit invitation to use bicycles, both traditional and electric, Florence will recognise up to €0.20 per kilometre travelled until 6 June 2025. By means of the Pin to bike kit – a bluetooth hardware device that will certify the actual use of the bicycle – and a smartphone handlebar mount and signal lights, it will be possible to set up to 2 home/school and home/work routes for those who travel on several locations. From June, the purchase of e-bikes and Cargo-bikes will also be promoted.
Cesena
The Municipality of Cesena also rewards bicycle users with kilometre-based incentives for journeys, with priority on the home-work-home route, to the extent of 0.20 Euro cents per km and for a maximum quota of 50.00 Euro per month each. Companies, corporations, businesses, professional firms and clubs can apply for participation until 30 June 2026 by submitting a Home-Work Commute Plan according to ministerial guidelines.
Trento
The municipality of Trento has renewed for 2025 by resolution the incentives for cycling, along with 14 other action lines in support of sustainable mobility.
