Green regeneration and ecological transition projects account for most of the initiatives funded by the National Recovery and Resilience Plan in 2025

As of June 2025, the procurement landscape related to the National Recovery and Resilience Plan (NRRP) shows a clear predominance of tenders dedicated to the “Green Revolution and Ecological Transition”. Out of a total of 36 active tenders, as many as 22 are focused on green transition projects, accounting for 61% of the total. (1)

Prevalence of ecological transition in NRRP procurement

 

This trend underlines Italy’s commitment to environmental sustainability and green innovation. The “Green Revolution and Ecological Transition” is one of the key missions of the NRRP, with a total investment of EUR 59.47 billion, divided into several components:

– Circular economy and sustainable agriculture: €5.27 billion

– Renewable energy, hydrogen, grid and sustainable mobility: EUR 23.78 billion

– Energy efficiency and building renovation: EUR 15.36 billion

These investments aim to combat climate change and promote an ecological transition towards climate neutrality and sustainable development. (2)

 

Geographical distribution of contracts

 

The geographical distribution of active tenders as of June 2025 shows a relatively balanced distribution among the different areas of the country:

– Northern Italy: 16 tenders

– Southern Italy: 14 calls for tenders

– Central Italy: 6 tenders

This distribution indicates a widespread commitment throughout the country in pursuing the objectives of the NRRP, with a slight predominance of the northern regions.

 

Comparison with previous periods

Analysing data from previous months, a constant focus on the ecological transition can be observed. For example, in May 2024, out of a total of 56 tenders, 18 were dedicated to “Green Revolution and Ecological Transition”, accounting for about 32% of the total. (3)

In July 2024, out of 53 active tenders, 19 were on “Green Transition”, representing 36% of the total. (4)

These figures show a significant increase in the percentage of tenders dedicated to the ecological transition over time, from 32% in May 2024 to 61% in June 2025.

 

Focus on investments in sustainable infrastructure

A relevant aspect of active procurement concerns investments in sustainable infrastructure. For example, in June 2024, tenders were published for the construction of new tram lines and the modernisation of municipal waste collection. (5)

These projects aim to improve urban mobility and waste management, contributing to the sustainability goals of the NRRP.

 

Innovations in urban design: GaraGeeks solar charging stations
