Italian Government has allocated another 20 million euros to support citizens who want to equip themselves with green vehicles.

The measure was published at the end of August 2022 in the Italian “Gazzetta Ufficiale”: law 122/2022 contains the new allocation of 20 million euros for incentives on electric motorcycles and scooters. Initially the funds foreseen for the current year were 20 million, to these it was necessary to add another 15 million in May: the 35 million, which should have covered the request for the entire year, were soon exhausted, so the Government provided for the implementation of the financial endowment in order to be able to cover the request until the end of the year.

Citizens’ requests for incentives were significant, probably also due to the increase in the cost of gasoline, which is not expected to decrease in the coming winter months. Citizens, until 31/12/2022 will therefore be able to purchase an electric two-wheeled vehicle requesting a discount of up to 40%. The electric motorcycles and scooters that fall under the incentives are those belonging to the categories L1e, L2e, L3e, L4e, L5e, L6e and L7, without power limits.



The incentives

The concessions available to purchase electric motorcycles and scooters with incentives are essentially of two types: a 40% discount on the purchase price up to a maximum of 4,000 euros (excluding VAT), with the simultaneous scrapping of an approved L-category vehicle in the Euro 0, 1, 2 or 3 classes, registered for at least 12 months to the same owner of the new vehicle or to one of the cohabiting family members; or a 30% discount on the purchase price up to a maximum of 3,000 euros (excluding VAT), without scrapping.

But what are the vehicles that can be purchased to benefit from state incentives? These are the following categories with relative characteristics:

L1e: two-wheeled vehicles whose engine capacity (in the case of a thermal engine) does not exceed 50 cc. And whose maximum construction speed (whatever the propulsion system) does not exceed 45 km / h;

L2e: three-wheeled vehicles whose engine capacity (in the case of a thermal engine) does not exceed 50 cc. And whose maximum construction speed (whatever the propulsion system) does not exceed 45 km / h;

L3e: two-wheeled vehicles whose engine displacement (in the case of a thermal engine) exceeds 50 cc. Or whose maximum construction speed (whatever the propulsion system) exceeds 45 km / h;

L4e: three-wheeled vehicles asymmetrical with respect to the median longitudinal axis, the displacement of which engine (in the case of a thermal engine) exceeds 50 cc. O whose maximum construction speed (whatever the propulsion system) exceeds 45 km / h (motorcycles with side wheelchair);

L5e: vehicles with three symmetrical wheels with respect to the median longitudinal axis, the displacement of which engine (if it is a thermal engine) exceeds 50 cc. Or whose maximum construction speed (whatever the propulsion system) exceeds 45 km / h;

L6e: light quadricycles, the unladen mass of which is less than or equal to 350 kg, excluding the mass of batteries for electric vehicles; the maximum construction speed of which is less than or equal to 45 km / h; and whose engine displacement is less than or equal to 50 cm³ for positive ignition engines. Or whose maximum net power is less than or equal to 4 kW for other internal combustion engines. Or whose maximum continuous rated power is less than or equal to 4 kW for electric motors;

L7e: quadricycles, other than those in category L6e, whose unladen mass is less than or equal to 400 kg (550 kg for vehicles intended for the carriage of goods), excluding the mass of batteries for electric vehicles. And whose maximum net engine power is less than or equal to 15 kW.


How to access it

The discount on the purchase of electric motorcycles and scooters is applied directly to the price by the retailer: the latter will have to activate in advance by registering in the Resellers Area of ​​the platform made available by MISE, and then book the contributions relating to each single vehicle sold, and then confirm the operation within the next 180 days. The citizen, therefore, only has to make sure that the retailer is aware of and applies all the procedures for the incentive.

The Municipality of Milan, meanwhile, has moved autonomously by allocating 3 million euros as a grant to support citizens residing in the Municipality who want to buy new green vehicles, including electric motorcycles and scooters. The call, open in early September 2022, will be available until the end of the year. The contribution of the Municipality of Milan can be combined with state incentives but not with those provided by the Lombardy Region.

Confindustria ANCMA (National Association of Manufacturers of Cycles and Motorcycles) highlighted how “in the first half of 2022 the electric-powered two-wheeler market registered a robust + 82.2% over the same period of the previous year, bringing the zero-emission vehicles on the total market to 5.3%. Compared to 2021, 3,463 mopeds were registered, equal to + 77.4%, 5,315 scooters (+ 93.4%) and 393 motorcycles (+ 18%). The industry of the sector is responding brilliantly to the growing demand for new mobility, also made alive by the post-pandemic needs, especially in the urban environment – commented Gary Fabris, president of the Electric Vehicle Group of the association – This reaffirms the fundamental role of our sector and of two wheels in satisfying the need for more sustainable and faster movements within city contexts, which are increasingly complex and challenging “.
